[Halo] Contract import pulls list price instead of client-specific contracted price

When importing a client contract from Halo, the billing items and quantities are imported correctly, BUT the unit price reflects the standard list price from Halo's ITEM table rather than the client-specific contracted price stored in Halo's INVOICEDETAIL table.
