[Halo] [Opportunity] Make Start Date Optional

Required fields:

• Where in the platform does the bug occur (include feature area and tenant/page link)?
  Opportunity - Note: The start date was manually updated by William in order to allow the customer to download the PDF copy of the quote.

• What is happening (actual result)?
  I am experiencing an issue where I cannot open or print an approved quote as a PDF without being prompted to set a start date. I would like the start date field to be optional for opportunities.

• What should happen instead (expected result)?
  Start date on the opportunity should be made optional since Halo does not require this field when creating an opportunity.

• Who is affected (“All Autotask clients”, “Bart from MSP Navigator”, “All admins”)?
  Halo clients
