Following the sprint 215 release, we are seeing two regressions with the "Create ticket" button on won quotes. Both point to the same underlying visibility logic having been changed.
Regression 1 — Button no longer appears on quotes where it previously worked
The "Create ticket" button is no longer visible on certain won quotes after the sprint 215 release, while identical quotes from before the release did have the button available. Our workflow requires a ticket to be created for every won quote regardless of what line items are on it.
Regression 2 — Button remains visible after a ticket has already been created
The "Create ticket" button stays visible and clickable on quotes where a ticket has already been created from it. Prior to this release the button would disappear once all items had been converted to a ticket. This is now causing duplicate tickets to be created.
Steps to reproduce — Regression 1
Open a won quote of the same type as the example above (approved today, post-release)
Check the quote action area
Observe that "Create ticket" is not present

Open a won quote where a ticket has already been created
Check the quote action area
Observe that "Create ticket" is still visible and clickable
Click it — a duplicate ticket is created
Expected behaviour
The "Create ticket" button should be visible on all won quotes where it was previously available. Once a ticket has been created from a quote, the button should no longer be available.
Impact
Certain won quotes are blocked from progressing through the post-sale workflow as the button is no longer available. Separately, quotes where tickets already exist are generating duplicate tickets, causing confusion and extra cleanup work.
