Quote: "ignored distributor" selected Instead of Distributor "higher" on list

Overview

When creating a new quote, the system incorrectly selects internal stock despite the settings indicating that internal stock should be ignored.

Steps to Reproduce

1. Navigate to the environment with preferred distributors set up.

2. Create a new quote.

3. Add a product to the quote.

4. Press 'Create' to proceed to the editor.

5. Observe the product details where internal stock is selected instead of the distributor with availability.

Acceptance Criteria

• ignored distributor should not be selected when another distributor has availability.

• The user should see the correct distributor selected in the product details after creating a quote.
