Quotes: Draft quotes linked to closed opportunities cannot be managed or closed

When a quote is in Draft status and the linked opportunity is closed (in the PSA or CRM), the quote becomes inaccessible. Opening the quote triggers a mandatory category validation on the opportunity, but saving the opportunity is blocked because it is closed. This creates a deadlock where the draft quote can neither be opened nor closed.

Steps to reproduce:

1. Have a quote in Draft status linked to a closed opportunity.

2. Attempt to open the draft quote.

3. A prompt appears requiring a Category to be set on the opportunity before the quote can be opened.

4. Set the category and change the owner, then click Save.

5. Error appears: "Opportunity is not open, cannot update."

Expected behavior:

Either the category requirement should not be enforced when the opportunity is already closed, or there should be an alternative way to close/archive draft quotes without needing to modify the linked opportunity.

Actual behavior:

The draft quote is permanently inaccessible and cannot be closed or archived. Users are stuck with orphaned drafts they cannot clean up.

Impact:

Customers who have offboarded users end up with a backlog of inaccessible draft quotes they cannot manage. Cleanup of draft quotes tied to closed opportunities is entirely blocked.
