API endpoint for creating renewal quotes

Please add an API endpoint that allows us to programmatically create renewal quotes as drafts.

Use case:

We want to automate our contract renewal process by pre-creating renewal quotes from whitespace contracts. This is particularly useful for NCE (New Commerce Experience) renewals where many repetitive quotes are needed.

Desired functionality:

- POST endpoint to create a renewal quote

- Ability to set status to 'draft'

- Link to existing contract/whitespace contract

- Return quote ID for further processing

This would significantly improve our workflow efficiency and reduce human errors when creating renewal quotes.
