Approvals: show (and ideally let the approver edit) the draft customer email in the approval step

Internal approvers can review the quote and its items but not the draft customer email the sender prepared. Approving sends that email, so approvers cannot check the delivery notes, limitations or terms in it. Show the draft email and send settings inside the approval view.

Additional nuance (Locto): when approving a quote created by another employee, the approver should ideally also be able to EDIT the email to the customer as part of the approval step, so mistakes in the message are caught before it goes out.     Approvers can review the quote but not the draft email that gets sent on approval, so they cannot check the delivery notes or terms in it. That is a real gap. It is one request so far and showing the draft email and send settings in the approval view is a UI change, so I am leaving it open for votes for now. If more MSPs back it, we will pick it up.
