Budgetary Quote function

MSPs need to send budgetary quotes: priced estimates their customers use to plan or apply for funding, not offers to buy. Nonprofits, US municipalities and schools ask for them months before their fiscal year. Today Salesbuildr can only send a normal quote, which shows an Accept button, runs approval rules, sits in the pipeline as a live deal, and can trigger the won flow in the PSA.
