Make entire widgets optional

It would be useful to have the option to make a whole widget optional, rather than only being able to make individual items within the widget optional.

For example, when building a quote with two options, we may want:

• Option 1: all items in that widget are mandatory if selected

• Option 2: all items in that widget are mandatory if selected

But the customer should only need to choose between Option 1 or Option 2, rather than selecting individual items inside each option. This would make it much easier to present alternative quote options.
