Notifications: route order notifications by quote type

Feature Request

Allow order and approval notifications to be sent to different recipients depending on the quote type or quote template, for example sending software or licensing orders to a dedicated internal team. Today recipients are configured globally, so every quote type notifies the same people.

    Right now notification recipients are set globally. Routing order and approval notifications by quote type or template is a bigger, separate piece, so I am leaving this open for others to vote. There are a few related cards on notification recipients already (for example "Notification-Only Recipients in Quote Approval Workflow"); upvoting those helps show the overall demand for more flexible notification recipients. If more MSPs back routing by quote type specifically, we will look at it.
