The quote creator is not copied on order confirmation emails by default — that still goes to the quote owner (and any extra addresses on the company). You can add the creator yourself on the template:
Go to Settings → Email → Templates → Notifications
Open Notification to quote owner when an order is placed by the customer
In CC (or BCC), type {{quote.creator.email}} and press Enter
Save
After that, the person who built the quote is copied whenever an order is placed. If they are also the quote owner, they only receive the email once.
The same variable works on any other quote email template, not only order confirmation.
