Procurement: bulk update distributors in the pending items list ('Refresh All')

What: A bulk "Refresh All" action in the pending items list that re-evaluates the best/preferred distributor for every item at once.

Current behavior: Distributor re-selection works per item only — with a long pending list, re-checking price/stock per line is tedious, especially after distributor feeds update.

Desired behavior: One action re-runs distributor selection (price/stock/preference rules) across all selected or all pending items and updates them in bulk.
