Procurement: only add products to the procurement list after 'Create Ticket' is pressed

What: Defer populating the pending-items / procurement list until the user explicitly creates the ticket on a won quote, instead of auto-populating the moment the quote is won.

Current behavior: Pending items auto-populate on quote win. If the quote is won but fulfillment is not confirmed yet (or the win was accidental/administrative), the procurement list fills with items that may need to be dismissed again.

Desired behavior: Products flow into the procurement/pending list only when "Create Ticket" is pressed on the won quote, so procurement reflects deliberate fulfillment decisions.
