Public API: Endpoint to configure Approval Rules on company level

Description:

We would like to configure quote Approval Rules (trigger conditions and approvers) through the public API instead of setting it up under every single company. This would let us automate approval setup for customers based on their configuration, instead of having to set each rule manually in the UI.

Current situation:

The public API has no endpoints for creating, reading, or updating Approval Rules. The only related field is the read only approvers array on a quote response, which shows the result of a rule but cannot be used to configure one.

Related gap:

Separately, the Approval Rules engine itself does not support payment term as a trigger condition. Current condition types are Quote Value, Annual Recurring Revenue, Discount, Categories, Opportunity Category, and Quote Owner. Adding payment term as a condition would make rules like "require approval when payment term is prepayment" possible without a workaround.

Impact:

We cannot automate or scale approval rule setup across customers via API, and even manual configuration has no direct way to trigger on payment term.
