Quotes: Option to disable prompt to remove zero-quantity items when sending

When sending a quote, we are always prompted to remove line items that have a quantity of 0. We would like the option to disable this prompt.

Use case:

We sometimes intentionally leave items at quantity 0 (e.g. for optional/informational line items) and don't want to be prompted to remove them every time we send a quote.

Suggested approach:

A toggle in the quote settings to skip/disable this prompt on send, so quotes with 0-quantity items can be sent without the confirmation step.
