Quotes: Send as quote creator when opportunity owner differs

Allow the quote sender to be the user who created or sends the quote, independent of the opportunity owner. Many MSPs keep one owner on opportunities for commission purposes while other team members prepare and send the quotes, and today changing the sender means changing the opportunity owner.

    Today the quote sender is tied to the opportunity owner, so changing who the quote comes from also changes the owner. Decoupling the two, keeping one owner for commission while someone else prepares and sends, is a real workflow but a bigger change, so I am leaving this open for votes. There are related cards on sender identity already (for example the Autotask impersonation request to see who actually created a quote, and the individual sender display name request); upvoting those helps show the demand. If more MSPs back separating the sender from the opportunity owner, we will pick it up.
