The above feature request was posted but implemented differently from what the OP asked for. The request was to have this controlled at the category settings level, but instead it was implemented via bulk editing products within a category, which does not address the original requirement.
With bulk editing, the process has to be repeated every time new products are added, which creates unnecessary and unreasonable admin overhead. There should instead be a setting in General Settings within each category that enables serial numbers by default for all products added to that category. This would completely remove the ongoing management burden.
I just attempted to bulk edit 274 products to enable serial numbers and received an error instructing me to contact support, along with a trace ID, further highlighting how impractical the current approach is.
Dev note: When this category-level setting is enabled, it should also be applied to existing products within that category, not just new ones. Otherwise, you end up with an inconsistent state where only newly added products have serial numbers enabled by default.
