Lists: option to turn off default/initial filters (tenant or per-user)

Some lists (for example the opportunities list) apply default filters even after you 'Clear filters'. Request: an option to turn these default filters off system-wide, so all records show unless a user actively applies a filter.

Additional context (Belton IT Nexus): make this a configurable setting, either tenant-wide or per user, so lists that use initial filters only apply them when configured. Should cover every list that carries default filters, not only the opportunities list.
